How many civilian casualties does a smiling photo-op cost?

When Naga City Tourism posted photos of Israeli Ambassador Dana Kursh visiting Mayor Leni Robredo, it looked like standard municipal diplomacy. You see two leaders exchanging smiles, taking a tour of the Museo ni Jesse Robredo, and stopping by a local art space.

On the surface, it’s just business as usual. But in politics, pictures never exist in a vacuum. But let us look deeper about what’s actually happening here.

The entire world knows that Israel is currently facing massive international condemnation and charges of genocide over its brutal offensive in Gaza. Entire neighborhoods are leveled, thousands of children are dead, and millions are displaced.

Against that backdrop, an Israeli envoy traveling around provincial capitals isn’t just doing friendly meet-and-greets—she’s on a soft-power tour to polish her government's image.

What makes this visit particularly jarring is the venue. It screams irony.

The Museo ni Jesse Robredo was built to honor a legacy of people-centered leadership, transparency, and human-centric governance. Rolling out the red carpet for a representative of an apartheid state inside a building dedicated to ethical leadership creates a hypocritical contrast that’s hard to ignore.

Well, the Philippines has always maintained warm relations with Israel. Back in 1939, President Manuel L. Quezon famously opened our doors to over a thousand Jewish refugees fleeing Nazi persecution when most of the world turned them away. In fact, we were also the only Asian nation to vote in favor of the 1947 UN Resolution creating the State of Israel. It’s a proud humanitarian history.

But using past goodwill to excuse present-day atrocities is where diplomacy loses its moral compass.

We are not expecting a city mayor to unilaterally sever national diplomatic ties, of course. Local government executives are expected to receive foreign diplomats visiting their jurisdictions. But there’s a distinct line between fulfilling administrative protocol and eagerly offering up your city’s moral brand as a public relations cushion.

The irony gets deeper when you look at Leni Robredo’s political identity. Her entire national profile was built on being a human rights defender, a lawyer for the marginalized, and a principled voice against executive overreach. When a figure with those credentials gives a warm platform to an envoy representing severe human rights violations, it feels less like diplomatic duty and more like political convenience.

And probably the worst part is, look closely at how the visit was handled online. The official Facebook post by Naga City Tourism explicitly turned off public comments. Why limit comments on a post about "good governance" and "transparency" unless you already know the public reaction will be critical? Silencing feedback to preserve a clean PR narrative isn’t good governance; it’s optics management.

This whole situation highlights a recurring problem in local politics: the tendency to sanitize global conflicts under the guise of provincial hospitality. Foreign embassies love local photo-ops because local officials rarely press them on tough foreign policy issues. They get to smile, look culturally engaged, and pretend everything is normal back home.

At the end of the day, principles shouldn't have geographic boundaries. You can't credibly champion human rights within your city limits while turning a blind eye to war crimes outside of them.

If "good governance" only applies when it’s politically safe or locally convenient, then it isn't a core principle at all—it's just branding.

When optics take priority over ethics, official handshakes start looking like complicity. Naga City missed a crucial chance to stand firmly on the right side of history, proving that even the most celebrated advocates for governance can let protocol swallow their principles.
