The strongest aftershock in some communities did not come from the ground. It came from the requirements.

The earthquake did not ask for identification cards before it damaged homes. It did not ask for printed photographs before it cracked walls. It did not ask for signatures before it disrupted lives. Yet somehow, assistance requires all three.

That is the irony many survivors are struggling to understand.

In the days following the earthquake, residents in affected communities were told to submit photographs of damaged properties, photocopy forms, provide identification cards, secure signatures, and comply with various requirements before they could qualify for financial assistance.

For many, this meant spending money they did not necessarily have, finding printing shops despite unstable electricity and communication services, and rushing to meet deadlines while still trying to recover from the disaster itself. Even after complying with everything required, there remains no guarantee that assistance will actually arrive.

To be clear, accountability is important. Public funds should be monitored. Records should exist. Government agencies have a responsibility to ensure that aid reaches legitimate beneficiaries. No reasonable person is arguing otherwise.

What many are questioning is the timing, the burden, and the priorities.

People are still dealing with aftershocks. Some communities continue to experience power interruptions and unstable signal. Families are assessing damage, looking for temporary shelter, and figuring out how to move forward after losing property and income. Yet amid all this, survivors are being asked to produce documents, photographs, photocopies, and signatures as though recovery can wait until the paperwork is complete.

The damage is not hidden. Cracked homes are not rumors. Displaced families are not speculation. Local officials have seen the destruction firsthand. Assessment teams have visited affected areas. Entire communities know which families suffered damage and which did not.

So why does the burden still fall on survivors to prove what authorities already know?

One resident online expressed frustration that patients were allegedly being denied assistance due to identification requirements. Another described people crowding printing shops to print photographs of damaged houses, photocopy forms, and complete requirements before a cutoff despite recurring brownouts and poor communication services. Others pointed out that while records are necessary, imposing strict deadlines becomes difficult to justify when many residents are still struggling to receive information in the first place.

These frustrations are not simply complaints about paperwork. They reflect a larger concern about how government responds to people during their most vulnerable moments.

There is something deeply unsettling about asking disaster victims to document their suffering before they can receive help for it. There is something even more unsettling about asking them to spend their own time, money, and energy doing so without any assurance that assistance will follow. If authorities require people to comply with these processes, then survivors deserve transparency. They deserve clear communication. Most importantly, they deserve confidence that their efforts will not be wasted.

Disasters reveal more than damaged infrastructure. They reveal priorities. They show whether institutions are capable of responding with urgency and compassion or whether bureaucracy takes precedence over the people it is supposed to serve.

Aid is not a reward for successfully completing requirements. It exists because people are in need.

The earthquake has already taken enough from the people of Sarangani. Authorities should be careful not to make recovery harder than it already is. Because when survivors begin worrying more about requirements than rebuilding their lives, the government is no longer simply responding to a disaster.

It is becoming part of it.
